I don't think he wants to do it.
He did an interview not so long ago where he was very critical of the way Russell T Davies made him play it.

I enjoyed him in the Series 3 finale but the End of Time story was a bit weak. That is a shame that he doesn't want to do it anymore, as it would be interesting to see what Moffat would do with his character. Having both an older Doctor and an older Master will take a bit of getting used to, I guess I've been used to seeing everyone just run around the whole time but that wouldn't really suit either of them now if they're being played by older actors.

John Simm as the Master is one of my biggest disappointments in the new series. Derek Jacobi wiped the floor with him in just the couple of minutes of screen time he got as the Master.

That's just not true. There was nothing particularly good about Jacobi's portrayal of the Master, and Simm's acting was good given the standard of the writing.

The Master has been overused anyway.
They need to bring back The Rani, the concept of an amoral mad Time Lord scientist is much more interesting than a 'grrrr i'm evil and wear black' type character.

And this woman needs to play her


She even looks a bit like a younger Kate O Mara

Yeah I wished they had brought back another Time Lord to have around permanently (they still need to integrate Jenny from The Doctor's Daughter back into the series at some point). I was gutted when they teased us about another Time Lord at the start of The Doctor's Wife, before taking away that glimmer of hope.

Well Jenny was supposed to die at the end of the story. Moffat told Russell T Davies not to kill her off because he wanted to use her but he never did.
I can see why though, you don't really need 2 River Song's.

Don't get me wrong the plot is good as is the feel of the story, but it really lacked the spark needed for that kind of adventure over six parts. I think it's one of the most disappointing stories in Doctor Who as it had all the elements to be really great. I also particularly like any 'Earth Federation' type stories, because whether the Federation appears as friend or foe, they always come across as a soulless and heartless entity, or like the ruthless corporation in Colony in Space. As you know these federation stories were a real feature in the mid Pertwee to mid Baker years and became even more dominant in Blake's 7 of course.

I really like Planet of the Daleks quite simply for its very colourful sets and the planet was well done as well. Admittedly Terry Nation has just regurgitated Doctor Who and the Daleks here and given the Thals a suicide mission as they faced in the first Dalek adventure (which I think is one of the best adventures ever) and they also gave Planet of the Daleks the grand scope of the Dalek Masterplan (even though it doesn't reach the brilliance of that story though)

Simm was a terrible Master, whereas Jacobi showed all the qualities associated with the Master role.
