No, I think it's you who has the term confused with something else.

Prog and progressive are not the same thing.

Progressive is just an attitude, doing something different, any artist of any genre has the potential to be progressive, that dosen't make it prog. If a band just rips off bands like Yes and Genesis without doing anything new, it's still prog. It's in the style that prog is associated with, therefore it's prog.

In other words, you can have a band like Primal Scream, who were very progressive, but by no means prog. And then Dream Theater who are not progressive, but are most certainly prog.

In a stylistic sense, Tool and Muse are very prog and it's foolish to suggest otherwise. And while I certainly wouldn't call bands like Tool, Muse and PT very innovative, especially in the way King Crimson, Yes and Genesis were. I wouldn't call them unoriginal either. "Unoriginal" is a term that's thrown around way too carelessly. If you have a sound and there's not another band with that same exact sound, it's original to an extent.
