My guess is that it's high to low because of the octave strings, that always sounds nicer in a lower pitch. I could be wrong though.
Here's one that I made, it sounds somewhat melancholy and is fantastic for slide work, low to high: C# G# E E A C# EDIT: looking more closely at the tuning, it could easily be from low to high due to the closeness of the strings pitches to that of standard tuning.
