Default Decision time

You guys probably get this question a lot, and I used the search but didn't find the exact answer to my questions. I'm going to buy my first electric guitar soon, but I have a few questions. I want a relatively cheap guitar as I am still a beginner. There's a few things I want in this guitar so maybe you guys can help. My budget is anywhere from $200-$400 Canadian. One big thing I want in a guitar is one that wont slip out of tune constantly because it really annoys me when I tune my acoustic guitar then have to re-tune it a few hours later. Also a guitar that holds its tune in the lower frets, Ive encountered many guitars that sound funny when you get down towards the lower part of the neck. And also a guitar that doesn't sound buzzy or give a lot of feedback, mainly tuning/tone is my biggest concern because I just want it to sound nice and clean. If anybody has any suggestions on nice sounding lower end guitars I would love to hear your experiences and thoughts
