The drums are most important in a band, in them lie most of the rhythm and tempo that determine the groundwork for a piece of music.
In most rock bands, vocals are the center of attention, but I still stand to say drums come before, by building a basis for the vocals to tread on. Although drums aren't used in every genre as a means of keeping a beat, I'd say it's true for the majority of music.

i good band can lack just aobut anything but drums(like you can be missing any given instrument but drums)

As important as the guitar and bass are in a rock band you can't really be considered hard rock and roll without a drummer. However, there are plenty of good musicians and guitarists out there who only need themselves, Bob Dylan in his early days is a prime example.

No instruments are necessary for any band. I would say guitar is the most important, but only for the music I listen to. I can't think of a single song without guitar from any of the bands I like, but I can think of plenty without other instrumernts (acoustic stuff). I'm not downplaying the importance of drums, though, because I don't think I could just listen to acoustic music.
