You can approach a telephone / radio-like sound with simple EQ. Perhaps try a boost around 2000 hz or so and roll off everything else.

However, it sounds like there's some harmonics going on in there? I'm a little unsure what it is. Perhaps it's a saturator / distortion or tape unit going ever so slightly into the red zone here and there.
