I personally think Mourinho is great at creating teams and developing his players. He pretty much started from scratch at Porto, Chelsea, Inter, and Madrid. But you guys would know better about Chelsea, since I only watch the EPL occasionally.

I can't comment on Porto or Inter as I don't pay attention to either of those leagues but he didn't create a team at Madrid. Benzema, Alonso, Ronaldo, Kaka were all bought the season before he joined for stupid money. He's spent loads since then too, Madrid's transfer policy = throw enough sh1t and hope some of it sticks. I did originally post that Mourinho signed Ronaldo & co but then realised it was the season after those that he joined so edited this post.

Chelsea to be fair to them were not far off winning the league in 2004 under Ranieri and had he been given the same backing the following season instead of being sacked, there is no reason why they couldn't have won the league. I don't think Mancini is a good manager and he has proved that money buys success.

Mancini didn't get very far in the CL, though. I also think English teams haven't been at their prime lately, which partially explains City's success in the league. Sure it's still one of the most competitive leagues in Europe, but the competition hasn't been all that great, in my opinion.
