The cheapest semi pro camera I can think of is the Nikon D40. You can usually get one complete with an 18/55mm lens for around just over £300 (Approx US$600).

The thing with semi pro cameras is you basically build the kit up yourself so how it reacts to light basically depends on whether you want to spend £200 on a lens or £2000 on a same size lens. The more expensive the lens , the bigger appeture settings you can achieve thus letting in more light when you take the picture making it clearer , plus they'll have other things like built in image stabilizers.
It works out a lot cheaper if you are starting out to but a kit with a 18/55mm lens included. they tend to be around £60/70 more expensive than just the camera bodies on their own , but you need a lens anyway because the body doesn't have one.
What I did myself was save up for a mid range semi pro (I got a Canon EOD 30D) which cost around £600 that came with a 18/55mm & I also spent around that much on a 70/200mm lens with an image stabilizer. It sounds a lot of money to spend but i'm now pretty much sorted for a good few years with that set up.
