Asking "if the are overrated or not" is comparing your sentiment about the band against everyone else. You are comparing your opinion against other people's opinion. Opinions are subjective, ja. But you don't have to buy into everyone else's opinion.

Just for the heck of it I googled "metal bands 90s" and Pantera was listed 2nd in the returns. They were between Metallica @1 and Slayer @3. Even "Metalsucks" ranks Pantera at #2, between Crazy Town and Korn. The 25 Most Important Metal Bands of the '90s Archives | MetalSucks

In general, against everyother Metal band, they rank up there but not as high as a 90s Metal band. Do you think they should?

(IMO) Not overrated or underrated.
I sort of have to agree with this. They all are really good musicians, and they created a LOT of good music, and they did inspire a lot of the heavier music today, especially in the groove metal genre though I wouldn't say it's limited to that. Where I sort of thought they were maybe a little bit overrated is probably in how they're perceived within metalhead communities. It's sort of like with Tool or Radiohead where there are people who have no off button where it comes to Pantera, and they ultimately compare the rest of the music world to them.

IMO they're more overrated than underrated, but if there was a neither option I would've or at least could've went with that.

'Power metal' > 90s pseudo-groove gay stuff.

When they were still active, I'd say they were overrated, but I don't think that time has been very kind to those corny mother****ers. I'd say they're about adequately rated.

Ja, that's 100% subjective.

i still love this album, and especially this song. The outro solo is my favorite thing Dimebag ever did.

They have some great songs and did the groove metal thing better than most thrash bands did when they suddenly started playing slower. But I think they're inconsistent as ****.
