It's not really that shoegazey despite the tags, I'd try it out anyways cause it's more like dreamy folk metal but avoid it if you want I guess.

The Russian pagan metal band Arkona. The singer is named Masha Scream, so as you might figure, there's some rough vocals in there, but not black metal style as such. The song below is just singing. This band is incredible, but they might not be what you're looking for.
I also remember an Irish(?) band named Cruachan. They possibly didn't have rough vocals, but I can't quite remember. Edit: I checked Cruachan on youtube and they both have music very far from black metal, and some that definetely fall in the folk+black category. From what you were asking I just assumed you'd already listened to them and that's why you were asking for folk metal without black metal vocals.

Well if we get to make beautiful folk metal with some bm vocals, then Uaral belongs in this thread: Some very sad, somber, and soulful Chileans
