The cutoff period is pretty much punk rock and the influence it had on a lot of the NWOBHM. It's the difference between proto-metal and proto-thrash metal basically.

Can you elaborate? Wiki says that the NWOBHM started in the years after Punk, partially as a reaction to it, and Judas Priest started making Metal after Punk had begun.

If making Metal during/after the rise of Punk is what determines whether a band is NWOBHM or not, I'd say Priest still fits in the mold, considering that the examples you yourself gave of Priest's early metal work (The Ripper and Sinner) were from '76 and '77, during the timeframe of the Punk movement, which wiki says started between '74 and '76. And just like their peers, they became harder and faster as they approached and entered the '80s. Breaking the Law and Screaming for Vengeance would both fit perfectly with those songs you posted.

Yeah, a typo. And while Priest and Motorhead weren't NWOBHM they were definitely indispensable to the movement, to the point that they might as well have been NWOBHM. The difference is that the NWOBHM, again, was a series of local scenes in Britain in the late-70s early-80s more than it was an actual sound. But punk was definitely a defining difference between old and new at the time, even if you had the odd band like Witchfinder General that didn't fit into that mold.

At some point, speed for speed's sake it kinda ridiculous. Unless of course you are saving towards supporting your chiropractor some wheres down the line.
