I'm really not sure what the 15-year limit is about, so I'll ignore it.

In no particular order and spontaneously:

Freddie Mercury (obviously)
Jim Morrison
Billy Joel
Tom Waits
Elvis Presley
Bob Dylan (awful voice, fantastic vocalist)
Roger Hodgson
John Lennon
Art Garfunkel
Bobby Hatfield

You can probably tell I don't listen to much metal.

He's incredible. Peking O alone would earn him a spot on the list.

It was requested in the OP if you read it, which gives only a small window of time in order to name 10 actual good vocalist.

Here is mine that includes during the past 40 years or so.

Sammy Hagar
Paul Rogers
Annie Lennox
Ozzy Osbourne
Mick Jagger
Sebastian Bach
Steven Tyler
Bob Seger
Buddy Holly
Rob Halford
Steve Perry

So many more worth mention.

I don't think I'll adhere to the 15 year limit either, hardly gives us a big enough window to really name much.

In no particular order and in not specifically 10 either:

Gavin Rossdale - BUSH/Institute
Jared Leto - 30 Seconds To Mars (f*cking sue me, you haters!)
Chester Bennington - Linkin Park/Stone Temple Pilots/Grey Daze/Dead By Sunrise/Camp Freddy
Bjorn Speed - Soilwork/Disarmonia Mundi/The Night Flight Orchestra/Coldseed
Sebastian Bach - Skid Row
Steven Tyler - Aerosmith
Chino Moreno - Deftones/Palms/Crosses/Team Sleep
Johnny Hawkins - Nothing More
Richard Patrick - Filter/Army Of Anyone
Inoran - Inoran - Luna Sea - FAKE? - Tourbillon
Brandon Boyd - Incubus...many others, too...
Cristina Scabbia - Lacuna Coil
Tom Petty - Tom Petty And The Heartbreakers
Michael Jackson - The Jackson Five, then later obviously, solo...
Maynard James Keenan - TOOL - A Perfect Circle - Puscifer
Jonas Renkse - Katatonia
J. Loren Wince - HURT
Mikael Akerfeldt - Opeth

I could keep going on, and on...
