One that comes to mind is Daron Malakian of SOAD. He wasn't the most technically skilled guitarist, but he always came up with something interesting and very fitting for the group's sound.

If we loosen our definition of rock a little bit, I'd add Marc Ribot to the list as his work with Tom Waits (and all of his other work really, but that's mostly jazz) is incredible.

I think this should go outside of just Metal or Rock as well, and branch out in all other possible genres too.

Ok then, Pete Anderson. He has an incredible touch with his less-is-more approach, and really the only country music guitar player I can stomach, save for Roy Clark.

Mick Mars- underrated.
Nikki Sixx- overrated.

Jerry Cantrell- underrated. (primary songwriter, lead guitars, and backup vocalist).

Zoltan Bathory- I really haven't decided about this guy yet. I haven't decided if he might just be a little overrated, or if he's actually as good as some say he is.

Jeff Healy- definitely underrated.

Alex Lifeson- underrated.

Mick Mars definitely doesn't get enough credit for having the best riffs in all of glam.

Idk about as a guitarist, but Cantrell is definitely underrated as a singer since he's overshadowed by Layne.

Yeah, I'm as the same (idk) with ya as just a guitarist. But when when you include his songwriting and vocals.
He's know where in the same league as Pete Townsend. But both share same attributes as artist.

I agree brother.
I've thought that for decades now. Especially since Nickki Sixx seemed to get all of the attention.

Always thought that Tommy Lee was a solid hard hitting drummer with a good/unique bass kick.
He just seem to get a lot of ridiculous (and at times) an overabundance of media coverage concerning his lifestyle.
