I think once people realized the imitators were continuing well into the early 2000s it became "post-grunge". I think you are forgetting about the ungodly number of imitator bands that were around while grunge was actually huge. This isn't surprising...they are duly forgotten now.

Bush exploited the gap left by the then defunct Nirvana, people just didn't seem to care, that they were getting a third-rate Nirvana in the process.
