That's seriously debatable. Europe had some bands that I would qualify as thrash before this release. Notably, Venom started in 79 and their brand of extreme was insanely forward-thinking for the time. At the very least, Kill Em All was among the first albums.

If you really wanted to you could say that the distinctions between early speed/power/black/and thrash metal were kinda bull**** cause it was all just post-NWBOHM metal. Metallica, Omen, Exciter, and Bathory were all riffing on the same basic **** so who was first at which specific sub-genre is kind of silly. Even Metallica called themselves power metal when they first started.

Now:


Underrated album, Johnny Blade is classic. The way Ozzy sings 'You know Johnny's a spider' makes it one of the funniest vocal lines.

Though it would've been interesting to hear how the album would've sounded had Ozzy not rejoined and they went with Dave Walker who they got when they thought Ozzy wasn't going to record.
