Who is the best Norwegian black metal or US black metal?

Me, i like norwegian black metal, and my favorite band is Satyricon

I think its kinda obvious that one of the most notorious and recognizable scenes in all of metal will be better than the US black metal scene. While the US does contain some good bm, Norway has so many more bands that are awesome.

I voted US because in my limited knowledge of black metal the US bands seem both noisier and far less likely to take themselves so seriously.

USA: Wolves in the Throne Room...and that's it.
Norway: Too many to name
