Power Metal is a relatively diverse genre. Epic is good, but not a requirement. The only things I feel are needed are lyrics dealing with mythos, aliens, or other fantasy material, guitars that are rooted in classical counterpoint ("dueling" solo's, straightforward minor arpeggios and leads), and strong fantasy imagery. Maiden has those traits in spades. and as far as "best" goes the answer is Blind Guardian. This isn't even debateable.

Symphony X, despite that everpresent Sticky proclaiming them to be progressive metal. You can't be progressive metal over power metal when your lyrics are about pharaohs, Werewolves, Communion and oracles.
And oh yeah, the fact they absolutely own. |
