I'd have to say Metallica. I currently have 7 Metallica CDs, but only 3 Megadeth CDs. Metallica got more airplay than Megadeth during the 90s, so that's what I grew up with. They both had raw early albums, but it seems that Metallica was much more precise and cohesive. Plus, they have evolved more than Megadeth. Although some say that's not a plus, but a minus.
