Early on I'd say Def Leppard but they didn't exactly start as "hair metal"

wait wait wait wait, CREATIVE hair metal? Sure I love me some cheesy 80's anthemic riffs but it's not too creative.

I can't think of any that I would consider creative.
There are some bands that are better than others. It's unfair to lump all hair metal bands together.
The best of them such as Lords Of The New Church , Kill City Dragons , Uncle Sam , Hanoi Rocks & Dogs D'amour mixed the trashy blues side of the Rolling Stones & mixed it with a punk rock attitude rather than actually being creative.

I do have a soft spot for Dog's D'amour. I like a couple of Ratt tracks too but as Urban says I don't think there was much genuine creativity it was as much about image as it was music.

I think there's at least an element of creativity in combining certain premade ideas together in order to construct something new.
