Dub tune, artist & title "Bedford couldn't fly"
 

Heard on John Peel's radio 1 show about 1990:

Slowish dub number, the lyric is more spoken than sung, a story about a dude called Bedford (?) who announces to everyone that he can fly.
Story ends with him jumping off a roof to prove it.

the only whole line I can remember is from right near the end:

"Guess waat?
- Bedford coul'nt fly!"

A bit sick maybe, but made me laugh like a drain - if anyone knows the artist and title, I'd love to know so I can track a copy down!
