It also wasn't a Raekwon solo release. I can see Rae not putting as much effort into a collab album as he would a solo. Besides, doesn't he have to live up to the OBFCL II hype just as he had to live up to OBFCL 1? His latest album was really well recieved, so I'm not sure what gives you the idea that his next release will be subpar.
