hugely less talented. 2pac wasn't much of a rapper, and more of a poet and activist. there is absolutely no comparison at all between biggie and 2pac in terms of actual raw musical and rhyming talent and i'm surprised that anybody would claim (let alone think) there was.

Doesn't mean 2Pac's music is less enjoyable though.

Both of them had very good flow.
However, Tupac wins. In my opinion, he put out more musical variety than Biggie did.
And, since the question is simply, "Who is better?" Tupac definitely wins.
He was in movies that I've watched more than once (which is a something impressive) and a lot of his lyrics concentrated not only his personal living situation, but the living situations of impoverished peoples around him.
