There has to be a bigger standard for hip-hop than that. Soulja Boy's music reflects dance music, and there's no problem with that besides the fact that it's classified as hip-hop.
On the occasions when he does speak extendedly and supplies verse, I suppose you can classify him as hip-hop. But on songs like 'Crank Dat', it's the bare minimum of all of the qualities of hip-hop. To me, he just borders on trying to be too accessible and puts bare amounts of effort into anything.

I mean, just because it's bad Hip Hop doesn't mean it's Hip Hop. Then again I'm not exactly sure what the guidelines of Hip Hop are. It gets broad.
Still, I would say Soulja Boy is Hip Hop. It's just not my favorite kind.
