They were definitely a hardcore band untill they put out My War. With that record they were experimenting with Sabbath style heavy metal and then on later records they were attempting free jazz influenced instrumentals and spoken word.

The problem with hardcore is that its perceived in such a narrow fashion. Just because Black Flag wrote songs over 90 seconds long doesnt make therm not hardcore. The very defined style a lot of people think of when they talk about hardcore is basically what MDC were doing on their early records. Hardcore's not just about that though.
