Green Day are punk, but in a different way. Punk is a spectrum just like most other genres.

If you're looking for good 90's punk, Bad Religion was still going strong around when Green Day appeared. If you're talking bands unique to the 90's though, I've never had a problem with The Offspring.

Commercial punk is punk. Otherwise, not a lot of punk exists. Most bands that pretend to have an ethos are just wannabes. Just look at black metal. There's maybe a few people crazy enough to be true BM, the rest are just wearing a silly costume to be cool (roflmao. clowns with panda makeup).

I don't equate not living up to the original punk ethos with sucking though. You can make good music even if you don't really live and breathe the whole counter establishment thing. Most genres don't even have an ethos that goes before the music.

oh, you added a bit. I don't know. To me, "pop punk" is more of a stylistic thing. Cleaner production, poppier hooks and less edge.
Although it probably always/mostly goes hand in hand with a not very punk "attitude".

Nah Offspring after an album were just a pop band with kinda sorta punk aesthetics that were so watered down that to call them punk would be calling Load and Reload metal. It was still fun but definitely not punk. I'd still take Conspiracy of One over plenty of punk though cause it was a brilliant pop record.
