The pre-Dookie stuff certainly is, and the later stuff only is in the abstract sense. It's "pop-punk" as others have said. A cleaned up, watered down version of punk.

Punk, even hardcore punk, is just the fundamental principles of rock and roll taken to an extreme. The things punk was reacting against, Prog, psych rock, glam, and so forth, were more separated from rock than punk is.

I think pop-punk refers to a very specific milieu. Ramones and The Clash had melodic songs, but they still had a dirty production and unclean vocals. Pop-punk is structurally punk rock but with a super clean production and "conventionally good" pop singers. Basically just punk packaged as a corporate product. Whether you want to consider it primarily a subset of punk or pop is up to you.
