No, Green Day is not punk. Green Day's sound perfectly emulates the sound of wet diarrhea exiting a dilating anus while sexually confused thirteen-year-olds with multi-colored hair obsess over how hardcore and/or emotional the sound of said wet diarrhea hitting the toilet bowl and sloshing in the water is.

Perhaps I'm being overly critical. Factually they are listed as punk rock/pop punk. I just don't think they're well... very good.

Now that I can get behind. I think they're just okay, but they are a pop punk/punk rock band. A least the early stuff is.
