Why is "Post-Punk" even considered "Punk"?

On RYM a couple years ago, there was a series of threads called "Big 4 Threads," where people would vote for their big four of a genre for a week, and the 4 with the most votes would be the winner.

I'm not doing dad rock, otherwise people will take it as a big joke. If you want to do it, let's duke it out over what gets to go on first.

Personally, I'd prefer punk.
