Nocturnal Emissions is a great severly underrated band with a timeless sound.

Crass are pretty much the best known anarcho band. Underrated my ass, although Penis Envy is a masterpiece.

Paindbox, Idol Punch, United Skates and Byousatsu Endorphin are all underrated Japanese Punk bands.
