I think the California scene kinda' blows, but the northwest has a burgeoning punk scene. Check out Hook n' Dagger and Obscene Abnormality. I'm sure Fenixpunk will eventually update you on the goods south O' Cali (technically not the west coast, but......)

Still some decent pop punk and street punk bands around but theyve mostly taken backseat to the newer harder scene lately. Check out Tortus, ETTS, Warfair?, or Seveer Tire Damage for a pretty good idea of what is out here. Cali is a strange place. So many bands and so many differant clicks that its divided up into too many groups. I like the sounds coming out of the Bay Area. Orange county has become rather dull in my opinion, to many bands that sound the same with the same beachboy/meathead attitudes all competing for some attention and a place to play.
