The Ramones were simply the best punk band ever. At least the best pop punk one. And their debut is incredible. I found completely new world when,I heard it for a first time.
This may sound ridiculous but Ramones affected nearly as much as The Beatles once did, and that's a lot. Buzzcoks Singles Going Steady is great too. A honorable mention goes to Energy by Operation,Ivy since it's more less known than it deserves but maybe everything isn't meant to be well known, don't ask me.

And I really like Green Day and I'm even a bit ashamed of it, because it does not fit well with my other favorites that well, but that's just my own conservatism.
Anyway, they are more pop than punk, always were, and at least in 21st century. More like The Who actually. And that is just a fact. But to quote someone whose name I can't remember, best punk bands are those who manage to outgrow punk.
