Yes, he is probably my favorite single guitarist in punk.

Fucked Up, however, are my favorite punk band as far as guitar goes. They have 3 guitarists (plus a bassist) which produces an almost shoegazy guitar tone. They are so far above every other punk band in this regard.

They are far above every punk band in guitar playing? hell no bro. I'd say RKL has most if not every punk band beat when it comes to guitar playing and musicianship.
