I don't really consider The Pogues punk. Shane McGowan is pretty punk sure but the instruments are to folky for it to really be punk for me.

But all those bands are great

It's a toss up between Dead Kennedys and Dillinger Four. Both are amazing bands.

10) Green Day

REALLY tough call! So many great bands that released only a single or two, so I left those off in favor of bands who've done many more great songs, imo.
