well, you could really make the same argument for every gnere out there. thats why music is confined to a certain genre, because they all have similar qualities that make them the same. my thoughts are that you're probably listening to too narrow a selection of punk, because punk itself is quite a diverse genre, i mean all the rediculousl amounts of subgenres should be enough to tell you that.
