Public Service Broadcasting consists of J. Willgoose Esq. and Wrigglesworth, who are each about as London as you can get. Still, their music is quite often tagged and filed as krautrock.
I can certainly see where critics get the kosmische tag from. There's a bit of Hallogallo going on in many of their tracks.
