The usage I'm familiar with from NYC is broader than that. The feminine refers to any Latina who applies loads of makeup and speaks loud, whatever central or southern American country she or her family hail from. Can be derogatory, can be affectionate, usually slightly sexist and patronizing. The masculine, cholo, is a bit like the soft-a n-word, except for Latin guys: more of a term of affection than a racial slur, esp when used within that group, as opposed to by a cracker-ass, mayo-ass white boy like myself.

LA has the whole "cholo culture" phenomenon that dates back several decades ago, and tbh I don't know whether it's specific to Mexicans or not. But in the urban slang of NYC, it pretty much applies to all Latinos.
