An older version of Around the World (La La La)?

I am not talking about the Russian version called Pesenka from 1998. That one is new to me.
I am talking about a dance version of the song with the same name and lyrics, which came out in, like, like 1992 or 1993. It sounded like your typical early 90s German or Belgian dance song. The opening melody was not done with bells, but was more of a synthesizer arp. I believe its singer was a black woman. I remember finding out about it years ago, and I wanted to look for it again, but I can't seem to find it nor even anything about it. Can anyone fill me in on what's going on here?
