They said in the comments that it's Circus Michael Quatro, but it doesn't match. I'm not really familiar with Prog Rock, so it's probably a pretty common song. Thanks for any help.

I just came across Michael Quatro's "Paintings" album. Circus is on it, but the actual track you were looking for is "Time Spent in Dreams".
