Default Bagpipes in the beginning of this video?

Hello new member here of course. I'm just hoping to find out what the song being played by in the beginning of this video is. If it's even a song anyway, not entirely sure, but I just know I've heard that tune/melody before and it's been bugging me wanting to find what it is...

Thank you!

I'm not sure why you don't, the video begins with a bagpipe tune before the national anthem is sang by the crowd.

That's a Parader's Flute. They're really loud to be heard over other instruments in a parade and sound a bit weird.
