Default Trying to identify an old 1970s album

In the mid 70's a bought an album in a record store bargain bin. It was aprog rock/jazzy album by a band who may have been french or canadian.

The cover was a black and white image of a crowd in a street (looked like an enlargement from an old newspaper). The band were obviously a bit left wing politically and possibly had the words "Crowd" or "people" in the title.

The music was quite experiemental, with lots of electric piano and vovals (in french?).

Anybody know this one?
