Default Trying to find a sound artist

I was wondering if anyone might know this. A couple of years back I heard an interview on BBC radio in the UK with an experimental artist who dealt with recordings of speech and the melodic qualities of ordinary talking voices. I think he had a track which repeated the words '1941' which was originally recorded from a train platform attendant. I thought it might be Glass or Cage but can't find anything by them in this mode (I think he was american though). Does this ring a bell with anyone?
