That's what I remember as well. Skate 1 was everything I wish Underground was.

I LOVE the Tony Hawk games. I still play them to this day with my son. There was a spin-off called "Matt Hoffman's Pro BMX" that was badass as well. They even did a surfing version called "Kelly Slater's Pro Surfer," all using the same game engine.

Never played the surfing one. Idk how that would even work since you can't have an open level, but digital BMX/Skateboarding consumed hours of my life. Specifically, pulling off insane grinds in San Francisco trying to best my high scores.
