is the only reason they decided to skip 9 to distance the new os from windows 8 as much as possible or what?

In code, it's probably impractical to call it Windows 9 as that title is also part of the names of Windows 95 and 98.

Some legacy apps still using 9 as an operator in their version checking is one theory, but there are a few others as well.
