That's a trend, not a rule, and not even what I was getting at. A well-structured joke can be funny no matter the content, but jokes based in bigotry aren't light-hearted. Even in cases where it's effectively approached light-heartedly, the impact of the humour often comes from the shock of reframing a heavy subject in such a way. Chapelle's barely in the category of quality anything humour, though his voice (and face!) are damn funny stuff when he's into it.
