This is true, but you also have to remember he's only one of 11 showrunners that the show has has during it's run. For example Phillip Hinchcliffe who ran the show during Tom Baker's early run said he would aim the show at intelligent 14 year olds & higher and that anyone younger shouldn't be watching it alone.

This was in response to complaints about the show becoming too scary for kids, when Williams took over he was under strict instruction to tone it down. Hinchcliffe's rein was a controversial one, while he didn’t want to see it as a kids show everyone else was all too keen to enforce it as one, hence his disputes with the NVLA. This is far from typical for any of the other show runners, though I will concede a lot of the popularity Doctor Who gained was due to Hinchcliffe and how he treated the show.
