Cool. I'm not sure if I understand the second part of your answer though. What do you mean by "buy the mic separately unless you want to have the full band experience"? Don't you buy all the instruments separately anyway?

Not saying it's necessarily a problem, but you have to watch the characters in the game band play on stage with the rolling notes etc. In the Karaoke games like Lips, Singstar and probably others, you get to watch something else like the music video for the song you're supposed to sing. That might be better if singing is the only way the game is going to be played. Rock Band has of course the added benefit that you can join in though.

Band Hero is the new poppier version of Guitar Hero made by the same people so odds of it's quality being better are good. The kit comes with everything from Guitar Hero: World Tour so I would image that you can choose which instrument you want. You could probably pick up a mic and game off ebay or half.com for a lot cheaper than you could in store. Here's the playlist of the game to see if it strikes your wife's fancy:

Harmonix developed Guitar Hero 1 and 2 but then went off to go make Rock Band with MTV games as the Publisher. From Guitar Hero III and onward Neversoft developed the game and Activision joined RedOctane to publish it. Essentially Rock Band was the first game of the new rivalry to introduce the vocal and drum aspect to the game. Guitar Hero: World Tour (4th official entry) followed suit so both of the series now have the full band effect. Band Hero, like I said, is essentially the more "poppy" version of the game, so I think it'll be the best one for your needs.
