No, it's Universial and was produced by George Lucas and Steven Spielberg.

It was made by Don Bluth though, who was one of the primary animators for Disney in the 60s and 70s and eventually left to start his own studio.

Secret of NIMH, Dragon's Lair, American Tail, All Dogs go to Heaven, Anastasia and Titan AE are among his other works.
