So far it does, but it's a very different game. Origins was more "old school", with more number crunching. Here for example you don't really develop your stats - on a lvlup, you get 1 skill point and that's it. Some skills when bought give you a stat bonus, but that's it.
The story, so far at least as I'm very very far from completing the game, seems to be just as complex and interesting.
Characters are better. Your companions are all interesting, but there are others that are well developed - as a member of the Inquisition you have several advisors, and can recruit more during your adventures and they have interesting and unique stories and quests for you.
I think I completed Origins 4 or 5 times, got all the story DLC etc and I loved it. So far Inquisition seems like a true sequel to Origins and doesn't make the same mistakes DA2 made.
The only thing that it didn't do well is... combat. Yes, combat, one of those things you do a lot in the game, is .... let's say, takes some time getting used to. Took me about 8 hours or so, but now my warrior no longer charges in random directions ;) Good thing companion combat AI works good, this makes most fights except for boss battles and special encounters quick.
Oh, and you get to meet a lot of friends from both Origins and DA2. There is also a nifty feature I didn't use as I lost my saves, you can upload your save games from previous games to alter the state of the world. I'm playing on default and for example Alistair is the king of Ferelden - I don't really know how far the changes go though, how many are simply cosmetic and how many really change the quests.
