Well that's a fan dub but essentially yes to the first. I believe Haru is Charles in Japanese though.

Just downloaded the first three Lupin III series and Castle of Cagliostro and I have lots of booze so lets do this.

Btw, I'd recommend that you watch Cagliostro first. It's a great introduction to the franchise. And the first episode of the first series is a total "lol wut?" extravaganza.
