Well that's a fan dub but essentially yes to the first. I believe Haru is Charles in Japanese though.

Then you get to share your name with a character who's a schitzophrenic sociopath, at least that's cool. All I get is a virgin single mom.

Btw, I'd recommend that you watch Cagliostro first. It's a great introduction to the franchise. And the first episode of the first series is a total "lol wut?" extravaganza.
